Thanks for that article. I found this statement pretty scary "legitimate entertainment industry". At least he's willing to alter his bill showing that he's an idiot.

Candy - unfortunately there are what are called implementing laws in this country - they can be changed by the attorney general in this case to implement a bill that was passed as law years ago as he sees fit. The congress usually just passes a law that is very general and then the departments (DOJ, NRC etc) do all of the implementation/interpretation code in the Federal Register to accomplish enforcing that law.
