Tier 1 or Tier 2 bandwidth

Is there enough of a difference between Tier 1 and Tier 2 bandwidth to make a difference as to what host you should choose?

Internap is a Tier2 provider if thats enough of an answer for you.

It just depends on who the carrier is. Theres shitty tier2, and then theres good tier2.

I don't need much support, so I should be able to pay less.
I don't want to go too cheap, but I don't have big bucks to throw around either.
