Surely this is just plane wrong?

I was checking out a sponsor's site to write an advert for it, and saw that their warn page included this line:

"By entering this site, you certify that you are 18 years or older and, if required in the locality where you view this site, 21 years or older."

So I guess that in some territories you have to be over 21 to look at porn. Fair enough, the 18 rule is pretty much a randomly picked age, there is no "magic" day on which you become old enough to safely look at porn, and 18 was picked as a "best option" rather than a "scientifically proven" option, 21 is as good a guess as 18.

However the site itself was a teen porn site. Full of photos and videos of naked girls getting fucked. Girls who are 18 or 19 years old. So in some territories it is illegal to watch pornography if you are under 21, but legal to appear in pornography if you are under 21!

Surely that is the wrong way round?
