To identify bad neightbourhood (I guess they are people who try to make your website drop in search engines, right?) you can do the following:

1) Search for the inbound links
Use one of the free online inbound link analyzer tools to search for your inbound links. Bad neighbors will link you from spammy websites, loaded with illegal content. The anchor text will be not relevant to your site, causing your website to rank for irrelevant keywords. This will make your ranking to drop for even relevant keywords.

2) Check forums
Bad neighbours may try to spam some forums using your link and report it to Google in order to get your website banned. If you identify any spam topics report them to the admin or staff asap before Google checks them.

It is very hard to stop these people, you better keep e-mailing Google until they respond because they're the only one who can help you.
