You should be able to have your current DNS provider setup a forward to the new IP you have until your DNS is completely changed over. That woudl make downtime and transfer a little less...

Are you kidding me? You should not be CHARGED for awstats!! It is free.
To answer your question though, most control panels have an "Update Now" button for AWSTATS so you can update it more...

There are things that could be done to reduce the time to update the dns, but generally it takes between 24-72 hours to update.
And yes, migrating hosts can be a very trying experience...
