Help Deleting A File

I have a .mp4 file but I can't delete it. I get a message that it's being used by another person or program. It's not being used by anything. How can I delete it?? |huh

Look for the program that plays the file then go to task manager and close the program. You should be able to delete the file. If it is still locked, shut down, reboot and then delete it.

It plays in WinAmp but it wasn't running....
