To check, log in to your Webmaster Tools account

Click on Search Traffic

Click on Manual Actions

I just found that one of my clients (I help a lot of folks with SEO and I watch their WmTools and Analytics for them) has a Manual Action, I pointed it out to him, and he started complaining about Google. I pointed out to him that I would rather my site be down with a Manual Action than down without one...at least if your site is down with a Manual Penalty then you have something tangible that you can fix and hopefully get your site up. Just sayin.
