I don't know what this is called, so let me try to over-explain it :D

My boss heard there's a paysite that can tell what parts of each scene were viewed the most & the least. I guess it's based on where they start & stop or fast forward/jump to.

1st you'd have to map out the entire scene by time, like:
00:00 - 05:23 Interview
05:23 - 05:32 Stripping
05:32 - 05:55 Masturbating
05:55 - 06:12 Sucking Dick
ect.

Then combine the data & I guess you get info like "They stopped watching after the blowjob" or "They skipped from the footjob to the fucking"

Does this technology even exist?

Hmmmm....well I dont have an out of the box solution...but...

It exists - on Youtube - as a feature, where you map out the video by text & lets the viewers jump around, which is obviously trackable.

Now...Premiere Pro for instance supports chaptering (plenty others do too) - so you can input your timestamps ... and make it browsable. What I am lacking is a way to utilize and track it properly after that - basically what is needed is the script Youtube uses as a standalone that takes your timestamps, makes them browsable and tracks them...

Does that script exist? I just dont know...one would assume it does - but the tricky thing is feeding the stats from it in a useful way.

I know of "heatmap" addons for WordPress. Tells you where someone is clicking on your site. I've never used them though. Anyhow, that's what I call them.
