How many links on a free site

How many links to LL (not sponsors) is best on a free site?

I'm thinking 9 (3 x 3)

but would 12 (4 x 3) be OK?

By my experience, you could fit 6 to 9 graphic buttons recips, more than 9 (I saw up to 15) might be better to use text recips.

I usually do 3x3.

Some of the rules to the LL's say more than 5 but less than 15. So I figured 9 was a safe number to stay compliant with most of the LL's.
