4% is quite a bit to leave on the table.
Waiting for payment should not be a big issue. (it's only 4% right :-)
4% more B/W out of the members area is not such a big issue and really won't affect your hosting costs.
So why leave it on the table? Especially with the recurring option now in the equation?
If the recurring is anything like checks then it will be good.
and on that token, check billing has always had problems with 40%+ being bad. Even with that your leaving money on the table if you don't process checks. (plenty of data out there to verify this)
I don't see why phone billing would be any different?
