Macs open both with equal ease with its built-in software but I think PDF keeps the formatting and layout better. Also with PDF you can embed the fonts so the font will stay the same even if the others don't have that font.
If it is something that needs stuff typed into the document and sent back then a Doc is preferred as the editors for PDFs are IMO just annoying.
But if it is just FYI stuff then I'm .txt would be my choice but then putting the text in the email would be preferred anyway.
