Basically i need flat file simple cms platform with what I can create php includes and html pages on multiple domains on the same server.
- manage , add, edit, delete domains, categories ( optional ), html pages and php includes from back end.

I would like to have this script build from scratch to avoid any future licensing problems.

I need time frame, budget quotes.
Flat file just to manage domains, cats ( optional ) php includes and html pages for each domains. No mysql databases needed.

Php coding need to have commented functions.
