spam should never be allowed. plain and simple. you dont realize it, but you are still not allowing spam (which is a good thing).

as you can see, the keyword(s) would be "Unsolicited" & "inappropriate promotional or commercial postings".

therefore, if someone asks for (solicits) links to content providers, it is impossible to spam them as long as you stay on topic.
