That was my logik behind posing the question, yes I have done a little bit of both, re-working old ones and changing the new ones that I make. It is very hard to tell after building only 4 free sites, and my link list/tgp/mgp.
But I will procede forward, asking opinions of others.

Seriously, once you submit something - be it a free site or a gallery - you mustn't change it, since it's already been approved by the site's webmaster / reviewer. The site script has a function that checks for any urls that have been modified since approval. The penalty for altering your site could be blacklisting.
What you must understand is that the best advice is just to build. The more you build the more you learn, and the more you learn the more links you have out there.
