The law took effect in 1992. May 1995 was the cutoff date after which all content had to be compliant. But the
new rule does away with that and makes content going back to 1990 or 1992 liable under the rules. It certainly creates a real mess for a lot of video companies that market older back-catalog videos, though probably it's less crucial for webmasters. Still, it gives a sense of how deliberately punitive the new regulations are.
